Have been looking at Open Drive too. Users can't download a Zip file that exceeds the one GB data limit. Moreover, the data limit also applies to shared links, whether the person downloading the Zip file has a Dropbox account or not. To avoid the error, you have to divide the large Zip file into small parts. I had these same issues a couple weeks ago, trying to get 21GB of images to someone. I tried Dropbox, Google Drive, Copy, and OneDrive, all of which had their own issues. I eventually settled on OneDrive for now, because the download limit per file appears to be 10GB. I split the archive into three 7GB files and that seemed to work.
